Obama大統領就任演説原稿を眺めて…

 オバマ大統領の就任演説には、“Change”と“Yes, we can.”の大合唱はなかったが、聴衆は大いに盛り上がったと言われている。黒人大統領誕生で興奮している大群集に対し、新大統領は上手に応えたと言えそうだ。
 まあ、大統領署名シーンの写真を見れば、その感動もわかろうというもの。大統領を囲んでいるのは、様々な人種・宗教・性の人々なのだ。ついに理想を実現したと感涙にむせぶ人がでるのも頷ける。

 しかし、小生は、アメリカ国民でないから、そんなことより、新大統領は世界をどちらに導こうとしているのか知りたい。いろいろな説があるようだが、胡散臭いものが多いから、先ずは、自分の頭で考えるのがよかろう。
 と言うことで、演説原稿を眺めることで、新大統領の思想性を垣間見ようと考えた。素人にとっては、簡単なことではないが。

 先ず、演説の核だが、“What is required of us now is a new era of responsibility”と見た。
・・・a recognition, on the part of every American, that we have duties to ourselves, our nation, and the world,
duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit,
so defining of our character, than giving our all to a difficult task.
 そして、『聖書』からの引用は、「コリント人への第一の手紙」の“the time has come to set aside childish things”だった。
(第13章11節. 愛のカノンと呼ばれている章. 日本では“Love is patient.”が結婚式で使われる.)
 言うまでもないが、信仰や希望より大きいのが“愛”という内容につながる一節。
 と言うことは、教義を超えようとの、理想主義的な呼びかけだろうか。これから訪れる試練を前にして、すべてを信じ、すべてを耐えよということかも。
 要するに、これは、施政方針演説ではなく、キリスト教国としての愛国心に訴える演説だったということ。
 ただ、これは、イスラム教徒を含め、海外の聖書を聖典としている人々に、前大統領の宗教観と大きく違うことを知らせたことになる。新大統領が打ち出す外交政策に対する期待が膨らむのは間違いなかろう。

 あとは、各論。気付いた点を羅列してみた。

●先ず、前政権の政治をきつい表現で批判した。
・Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some,
 but also our collective failure to make hard choices and prepare the nation for a new age.
・On this day, we come to proclaim an end to the petty grievances and false promises,
 the recriminations and worn out dogmas, that for far too long have strangled our politics.
●そして、とてつもない困難に直面していることを確認。
・That we are in the midst of crisis is now well understood.
・Today I say to you that the challenges we face are real.
 They are serious and they are many.
 They will not be met easily or in a short span of time.
●愛国心を鼓舞し、犠牲的精神で奉仕する人々が生まれさえすれば、難局を乗り切れると主張。
・our success depends upon hard work and honesty, courage and fair play, tolerance and curiosity,
 loyalty and patriotism
・We honor them[brave Americans, just as the fallen heroes who lie in Arlington]
 not only because they are guardians of our liberty, but because they embody the spirit of service;
 a willingness to find meaning in something greater than themselves.
●その場合、皆で理想像を追求するのではなく、プラグマティズムの是々非々主義でいくようだ。
・The question we ask today is not whether our government is too big or too small, but whether it works
・Nor is the question before us whether the market is a force for good or ill.
●と言っても、当面は、国内の経済成長は見込めそうにないから我慢しかないということになる。
・They will not be met easily or in a short span of time.
・The success of our economy has always depended
 not just on the size of our Gross Domestic Product, but on the reach of our prosperity;
●その一環として、労働者には、雇用維持のために、収入低下の容認を呼びかけた。
・It is the kindness to take in a stranger when the levees break,
 the selflessness of workers who would rather cut their hours than see a friend lose their job
 which sees us through our darkest hours.
●ただ、経済が低迷したからといって、軍備を怠ることはない。戦争[独立戦争,南北戦争,第2次世界大戦,ベトナム戦争]の犠牲によって、現在の繁栄がもたらされたと明確に言い切ったのである。
・For us, they fought and died, in places like Concord and Gettysburg;
 Normandy and Khe Sahn. Time and again these men and women struggled
 and sacrificed and worked till their hands were raw so that we might live a better life.
●そして、血を流すことを厭わない伝統を受け継ぐ覚悟だ。同盟者を集め、指導力を発揮するつもりである。
(同盟国は、“a new era of responsibility”であることを考え、自律的に貢献に動けということか。)

・Our Founding Fathers, faced with perils we can scarcely imagine,
 drafted a charter to assure the rule of law and the rights of man,
 a charter expanded by the blood of generations.
・Recall that earlier generations faced down fascism and communism not just with missiles and tanks,
 but with sturdy alliances and enduring convictions.
●もっとも、核の脅威に関しては、従来の大国間交渉を続けるだけかも。
・With old friends and former foes, we will work tirelessly to lessen the nuclear threat,
●はっきりしないのが、イスラム諸国への対応方針。海外の話として、唯一「イスラム」をとりあげたのだから、なんらかの“Change”に進む姿勢を見せたのは間違いないが、その考え方はさっぱりわからない。いまだに、イラクとアフガニスタン戦争をまぜこぜにしている感じがするし。
(地域大国イラクのフセイン政権は軍事独裁だがオープンで世俗主義だった。米国支援のお蔭でソ連圏から脱出できたアフガニスタンで、宗教原理主義勢力が権力を奪えた理由は、排他的で、利権争いにいそしむだけの部族・軍閥の寄せ集め政治が民衆に嫌われたからだろう。どちらの国にしても、軍事力で政権を打倒したところで、為政者の名前が変わるにすぎまい。外部の力で民主化が可能とは思えない。それに、イスラム圏全域に、マスメディアの映像情報が伝わっているから、一般イスラム教徒に反米感情が蔓延してしまった。演説には、こうした状況に対する配慮は感じられない。)

・Our nation is at war, against a far-reaching network of violence and hatred.
・To those who cling to power through corruption and deceit and the silencing of dissent,
 know that you are on the wrong side of history;
 but that we will extend a hand if you are willing to unclench your fist.

 う〜む。そんなところか。新大統領のお手並み拝見。・・・という訳にはいかない。米国の動きで我々の生活が一変しかねないからだ。えらく厄介な問題である。

 ともかく、残念なのは、例えば、米・日・中で経済を立て直すといった、新しい国際的な枠組みを打ち出そうという意欲がさっぱり感じられないこと。世界が注目している絶好の機会なのに。まさか、同盟国からの提案を待っている訳でもなかろう。
 経済はグローバル化しているというのに、かなり内向きの話に終始したと言えるのではないか。一国だけでは、建て直しは無理なことがわかっていない訳でもなかろうが。
 まあ、ボランティア活動で国内を活性化しよういう意識が強かったと見ておくべきなのかも。

 そして、対立軸解消方針も曲者。
 対話で進めるとの言葉は美しいが、それは、議会によって、財政出動の中味が雑炊化されることを意味するかも知れないのである。雇用維持、金融システムの安定、社会インフラ再生、医療補助、環境保護投資、等々を同居させてしまえば、どれも寸足らずということも有り得る。投入総額が大きいから、経済が回復するという理屈が成り立つ訳もないし。それこそ中途半端な効果しか得られず、膨大な赤字だけ残るかも。

 それに、意思決定プロセスを整備しても、「軸足」をはっきりさせないと、組織の動きをコントロールするのは難しいと思うのだが。
 そもそも、思想性なくして、支持団体に不人気の施策を打ち出すことができるものか疑問も湧く。
 そんな心配は杞憂と考えるのが、米国流楽天主義の伝統で、これこそが強みと言うことかも知れぬが。
