ＴＰＰは頓挫の可能性も…

7月12日に終了したＴＰＰの首席交渉官会合で判明したのは、相変わらず、「困難な課題残る」だった。
５月から前進した分野もあるので、前向きに解釈したいところだが、見通しは暗い。
前回の倍以上の時間をかけたにもかかわらず、未だに決着の見通しがつかない分野が９つもあるというのだから。
まあ、最初から困難に遭遇する分野はわかっていた訳だ。そして、下記は未だに合意の見通しがつかないようである。
　市場アクセス(関税の取り扱い)
　競争政策(国有企業への優遇措置の是正)
　知的財産権
　環境規律
この先、時間をかけて議論すればなんとかなる問題ではないから、進展は期待できそうにない。

閣僚級会合開催は、毎回、先伸ばしで来た訳だが、ついに、オバマ政権の姿勢には合意形成の意欲が見られなくなってきた。こうなると、見通しは暗いと言わざるを得まい。2015年上半期にまとまれば大成功となるが、そうなる保証はない。

これが上手く進まないと、日本の地盤沈下は避けられないが、こればかりはどうにもならない。そろそろ、頓挫の場合の対処策を練り始める必要がありそう。

中国の音頭取りもあって、ＷＴＯが機能しなくなってしまったが、それならＴＴＰということで鳴物入りで始まったものの、たいしてかわらないようだ。

確かに、交渉はジグゾーパズルのようなものかも。上手くいく可能性はあるが、余程の幸運に恵まれないと無理ということか。
